Dr. H. Rand Scott is a board-certified anesthesiologist with a one-year subspecialty in pain management and an established interventional pain practice. He founded Newport Pain Management first and Newport Center for Special Surgery shortly afterward. Both practices operate today from 1401 Avocado Avenue, Suite 101, in Newport Beach.
His training path spans both coasts. Undergraduate biology (minor in Physiology) at Penn State University, where he played defensive back on Joe Paterno's national championship football team. Medical school at Penn State Milton S. Hershey Medical Center. General surgery internship and residency at the University of Southern California / LAC-USC Medical Center. Anesthesiology residency back at Penn State Hershey, followed by a one-year subspecialty in Pain Management at the same institution. He then served as an attending physician and clinical instructor at the Penn State Hershey Pain Management Center, supervising and teaching resident physicians before returning to Southern California to open his own practice.
Across his interventional pain practice, Dr. Scott has made several notable contributions to the field. He was among the physicians who helped introduce gabapentin (Neurontin) and tramadol to US pain management practice, well before both became widely adopted tools in the pain physician's toolkit. He has been a national leader in opioid-to-non-opioid pain management protocols, developing evidence-based approaches to opioid safety and helping other physicians adopt them.

Rest-Assure is the perioperative care program Dr. Scott built at NCSS. It exists because he has seen — thousands of times — the difference between perioperative care treated as an afterthought and perioperative care treated as the medicine it actually is.
Every patient scheduled for surgery at NCSS is offered a complimentary Rest-Assure consultation with Dr. Scott personally. It is a physician conversation, not a paperwork session, and it exists to make sure that on the day of your surgery, nothing about your care is being decided on the fly.

Founder, physician, medical director.
Dr. Scott's three roles at NCSS are not separate. As founder, he owns the facility personally and makes every decision about how it operates. As physician, he administers anesthesia and provides Rest-Assure consultations. As medical director, he supervises the clinical standards that every case at NCSS is held to.
There is no absent owner. There is no distant medical director. There is one physician whose license, reputation, and daily presence stand behind every case performed at Newport Center for Special Surgery.
